SPCA Tampa Bay Welcomes New Chief Veterinary and HR Officer

SPCA Tampa Bay has hired animal well-being professional Dr. Cynthia Mitchell as chief veterinary officer and long-time human resource expert Howard Qualls as chief human resources officer. Their roles will provide leadership and direction for SPCA Tampa Bay’s For-All animal shelter and veterinary center.

“Cynthia and Howard are great additions to the SPCA Tampa Bay team,” said Martha Boden, CEO of SPCA Tampa Bay. “Both have valuable experience and the skills needed to help us serve all animals and pet owners in our community.”

Dr. Cynthia Mitchell will oversee hospital operations at SPCA Tampa Bay’s pet hospital in St. Petersburg. She has been a Florida resident since 2019, primarily working on shelter medicine programs and people development. Prior to her arrival in the Sunshine State, she was in Southern California, where she was the Chief Medical Officer and VP of Shelter Medicine for San Diego Humane Society.

Qualls is a human resource executive with more than 20 years of experience in human resource management. Prior to his role at SPCA Tampa Bay he served as the principal HR leader for Steripack USA LLC, Limited where he was responsible for the HR services to employees who work in quality, manufacturing, customer services, warehouse, and sales management. Qualls started his professional career as a soldier in the US Army, with assignments in the United States, Germany, and Belgium.
